Arizona's medical marijuana program requires a physician certification and a separate application with the Arizona Department of Health Services. Here is what to look for when choosing a certification center, and how the medical vs. adult-use tax difference can affect your costs.

Separate steps, clear responsibilities

A physician certification and an AZDHS application are separate steps. A physician decides whether certification is clinically appropriate; AZDHS controls application review and approval. A good certification center explains the sequence, helps you identify the records the physician may need, and shows you the next application step without implying that every visitor qualifies or that certification guarantees state approval.

Records handled through a secure workflow

The physician reviews your medical history and may request supporting records to evaluate a qualifying condition. Medical records and identification should go through an approved secure workflow, never a general website contact form. Look for a center that tells you exactly which records are needed and where to send them.

The medical vs. adult-use tax difference

Adult-use marijuana purchases in Arizona carry an additional 16% state excise tax. Medical marijuana is not subject to that excise tax, although applicable retail transaction privilege taxes still apply. Whether the tax difference offsets certification and application costs depends on how much you purchase during the card's two-year term.
